Weather Package:
- Moon rise message is now displayed
- Moon is not visible when the sky is overcast
- Local weather is now synchronized with regional weather
- Control Weather now has many more options (see help file)
- Control Weather locks weather patterns for spell duration
- Control Weather has reduced mana cost and casting time
- Call Lightning has new weather requirements for casting
- Wind information is available in the weather command
- Immortals can now use weather conditions in scripts

Changes:
- Flight: High winds interfere with flight direction and move cost
- Weather messages: Wind notification has been improved
- Control Weather: Tweaks to how much the weather can be changed
- Persuade: Charisma now modifies basic lag time

Bugfixes:
- Control Weather: Weather reverts to normal at end of spell
- Weather: Improved the way wind direction changes naturally
- Torch: Message now specifies if it's been blown out by wind
- Party info: Fixed a bug when displaying multicolored NPCs
- Prison: Small and tiny creatures will receive food
- Order: Bug fixed that was causing lag time to be halved
- Bury: No longer able to bury items in water sectors
- Snare: Now able to improve the skill on failure
- Glance: You may now glance while dead.
