Reading the rules again doesn't suggest that spam mastering of spells is illegal. As the rule against spam talks about using it to annoy or get an advantage over other characters.

I have, but it was RP related. Spamming inside an HQ because you're safe there could get you in trouble with a certain cabal, because you seem weak.

IC problems can be ignored IC; it isn't against any rule to roleplay that you don't care if that's your concept.

Spamming spells is not against the rules as long as you aren't doing it in a room with alot of players.

It is against the rules if an imm that is snooping you, for whatever reason, probably because they are trying to find you in a rules violation is annoyed by it. That's the definition of the rule. Players have been punished for this in the past, and I'm sure they'll be punished for it in the future. It just matters on the mood of the staff member that day.

I don't think so, at least i've never gotten in trouble for it. At one point an imm did talk to me about it and asked me not to do it in an inn, but I didn't get in any trouble. (And I mastered all spells on that character by spamming them)
