Location: Climbing the Hills (Level 20)
Scenario time:

Character A has item B. B is at a higher level than A. So, of course, B is stolen from A. It's granted that A goes to the nearest tavern to cry, weep, and drink away his problems... but where does B go?

Back to SK world.

If B is found on the ground, at the next area repop from the quit of A, B will reappear.

If B is automatically loaded on a NPC, at the next area repop from A's quit, the NPC will wear B. If it's not, you kill the NPC, then at area repop B appears again.
