I was reviewing the rules again, and I'm wondering if playing on multiple networks is allowed. I usually play on the go, either at school, work, or travelling on the train since I have a long commute.

I noticed that proxies aren't allowed. I'm not 100% sure what a proxy is.

I don't use proxies, but is playing on a mobile device or on multiple networks allowed?

Playing on your phone is allowed (though I would suggest it puts you at a significant disadvantage.)

If you're connecting from multiple locations and IPs, I would be prepared to respectfully answer any questions you get about your connection if asked, but otherwise I don't think you're going to run into problems.

As to what a proxy is:

Google wrote:
A proxy server is a dedicated computer or a software system running on a computer that acts as an intermediary between an endpoint device, such as a computer, and another server from which a user or client is requesting a service.

So I don't ever play from work, and don't plan on it because I enjoy working here. But we have a firewall device that we have to sign into to get to anything external. Would this be considered a proxy?
Our hotel also has a 'portal Page' that guests must sign into. Does this portal come up as a proxy or anything like that?

While this does fit the definition of proxy, it is not likely to be an issue. If you are always using the same proxy machine from work and it is only accessible by employees, then it is not doing anything to anonymize your access. What you need to avoid are "open proxies" (which allow anyone to use them) or any service which is specifically attempting to anonymize its users.
