Not hellions nor halflings are better at stealthing than rogues. They are equally good in the best scenario. Even your basis of arguing is faulty, MrTreefinger. If I would give anything to rogues (which I don't think they do need) would be something that would give them a chance to escape law NPCs a little more easilly than other classes. Something like they can mingle with the crowd and avoid attention for a tick or something like that.

Yeah, given that indeed rogues are one of the classes that are more common than others to be breaking the law, but they are also supposed to be more skilled into mingling with crowds of people, due to years of practise. The skill should only work in cities and only if a certain number (I am thinking 1 or 2) of persons (PC or NPC except law NPCs) is in the same room with the rogue.

Sort of along the same vein, I think it would be cool if disguise and polymorph allowed you to purchase items in cities where you are an outlaw.

How about making disguise not able to be seen through by NPCs without some sort of check. Like make the check based on status+skill rank+CHA.

They have something like that! It works really well. It's called CabalSpellA.

No, that one is a spell and is basically a better version of polymorph. Disguise can't change your gender/race/etc. It should actually be useful, to be able to sneak into towns where you are wanted and only if your disguise sucked the guards won't notice you.

As far as I know disguise is only useful for a person to not immediately know who you are and/or target you with skirmish without a re targeting.
