Replace voodoo with utility

It has come to my attention that voodoo, like other forms of sniping, is tiresome.

1) Let shamans raise dead with no exp cost.
2) Let shamans 'incarnate' dead or permadead PCs as master-level NPCs.
3) Remove voodoo or make it non-lethal.
