Drop hints to explore areas that are largely unknown to the majority of the players. Add holiday related quest.

Only problem I see is the staff overseeing the event would have to learn the lore of the area. Might be too much on top of having to do a holiday quest. Another issue might be the builder not wanting to reveal their hidden areas/quests for nothing, or the staff wants players to discover these things on their own.
Something far into the outer planes might be too difficult for the current count to take on. Maybe the count will jump a bit for a coordinated event. The pumpkin is cool but almost nobody has explored due to the lack of players.
Maybe a poll of areas that have recently been updated/added to see if anyone else is interested and where. My vote is for N'kashya and the area fits the Algorween theme.
