Without going into a long diatribe and without invalidating anything that other immortals have said previously in this thread, here is my biggest concern with charm and RP: If you successfully charm a player, you could conceivably drag them around with you until you log out of the game without ever interacting with them. That is unacceptable.

If you hold charm on a player, you are required to role-play out the situation with them for the duration of the charm. If the charmee feels that they have been ignored and can provide logs of that to immortals, penalties can and will be applied. But this is a two-way street. Charmees have specifically retained the right to speak to their captor. If you submit a log, make sure that you can demonstrate that you have also attempted to RP the charm.
