This is weird, because Lazeran is a Peacekeeper guard and Qulrokil is a Peacekeeper. I was in Empire territory where Qulrokil is banished. Lazeran should know better :(.

Maybe for the same reasons law NPCs can be made into 'hounds' in enemy territory?
