So, I bug logged it InGame and Prayed about it...
What's with the guards attacking their own tribunal members?

I was attacked in Nerina, and as soon as the enemy fled I got "Halt Lawbraker" from my own guards, who insisted on attacking me till I reloged.
The Judge thought it funny to tear me a new one as I tried to report the assault, and of course having to relog wipes outlaw memory.
Every NPC in the city was out to get me. Even though Tribunal members are law immune, for whatever reason the guards will keep on attacking.
