I'm pretty sure that Haste decreases your natural regeneration of HP, ME and PE. I'm not sure if this is a bug or a feature, but it isn't in the helpfiles anywhere.

Dulrik posted a long time ago that he was changing haste because he hates it.

This is true and has always been true. The haste spell was inherited as part of the ROM 2.3 base source code and the regen reduction was part of the original implementation. The only change ever made around this for SK was that sprites (who have a permanent haste affect) do not suffer the regen penalty.

I have updated the help file.
