You must be in a tribunal that's coded as at war with the Guardians: Definitely seems like a bug since you can't change diplomacy with them anymore.

That would be extremely rare, since most tribunals are at truce with every country/cabal (with the exception of the logic choices) and I went to sith a niel no problem not two days ago.

My sprite priest just got hit with this bug, too. I went to Sith'a'niel to purchase scrolls from Cynthia and then the guards started yelling about invaders and attacked my wildcat. I wasn't outlawed when I entered the city, but I am now. That's really irritating, since if this is anything like the Northern Wastes - serving jail time doesn't actually clear your sentence.

My warlock has been outlawed in the Northern Wastes for at almost five months now, even though I have tried to serve his sentence multiple times. The jailer never releases you when the time is up (per outlaw status) and when the time/sentence is completed - you remain an outlaw.

These bugs are making it impossible to use merchants in those kingdoms.

The law operates in the Ayamaoan Alliance like it always has, nothing to that effect has been changed. There are still judges to outlaw you, still a key to bust people out of jail. The Alliance does not offer any pardons. Right now there is some questionable activity being engaged by the guards as you enter the city. Some people think it is related to long-suppressed racist tendencies held by the Sylvar elves. Knowing this is an issue right now, and because that city is undergoing some transition, you may want to consider doing your shopping somewhere else in the near future.

Racist elves. They're probably doing it on purpose. I suspect someday they'll get their Tree cleaned up and their merchants can begin to thrive again. Rumor has it that they've continued closing down some businesses, moving others, and engaging in general renovations around the trouble-ridden Tree. Expect construction to continue here for a while, and expect that might create future delays or additional obstructions to retail traffic in that area.

P sure all the fluff stuff is just IC rationale for why it's happening until such time as it gets fixed.
